Essex County Council and Windsor City Council adopted policies in 2002, as part of their respective Official Plan documents, to establish and maintain a formal protocol to coordinate and address planning matters and issues of an inter-municipal and regional nature, (Section 4.11 of the Essex County Official Plan and Section 10.5 of the City of Windsor Official Plan). This protocol led to the establishment of the Inter-Municipal Planning Consultation Committee (IMPCC) with membership consisting of the Senior Planning staff from the County of Essex, the City of Windsor, LaSalle, Tecumseh, Lakeshore, Amherstburg, Essex, Kingsville and Leamington.

In accordance with the mandate of this committee, annual reports have been prepared for the 2007 and 2008 calendar years.

On January 8, 2008, LaSalle Council adopted the following recommendations:

"That LaSalle Council and Town Staff continue to work cooperatively with our neighbouring municipalities and our community partners to adopt and implement policies that:

  • responsibly address the regional challenges and opportunities identified in the 2007 IMPCC Annual Report; and
     

  • support the principles that are contained within the "Healthy Places, Healthy People, Smart Choices for the Windsor-Essex Region of Ontario document."

On March 24, 2009, LaSalle Council adopted the following recommendations:

"That LaSalle Council and Town Staff continue to work in a cooperative and coordinated manner with County Council, neighbouring municipalities, senior levels of government and with community partners to:

  • responsibly address the regional challenges and opportunities identified in the IMPCC 2008 Annual Report;
     

  • put in place the necessary policy framework and action plans at the regional and at the local level to attract and retain sustainable investment and employment opportunities;
     

  • support clean energy and green technology initiatives;
     

  • create and maintain vibrant, compact, mixed use city/town centres, mainstreets and neighbourhoods;
     

  • support and apply the principles that are contained within the "Healthy Places, Healthy People, Smart Choices for the Windsor-Essex Region of Ontario" document, particularly those principles that will encourage healthy lifestyles and will reduce greenhouse gas emissions by creating more compact built forms, complete streets and an integrated network of trails, sidewalks and cycling facilities region-wide."

As noted in the 2008 Annual Report, "Great Changes Bring Great Challenges".  We have entered a new era where regions and countries that are able to innovate and adapt to the new global realities will prosper and those that fail to make the fundamental changes required will continue to contract, lose population and employment opportunities and experience the increased hardships associated with economic, social and environmental decline.

The good news is that as a region we have many attributes, skills and natural advantages that if properly utilized can result in new sustainable economic development opportunities, with a cleaner environment and a built form that improves the health and well being for our children and grandchildren.

Within this Annual Report, planning staff from across the region have identified key issues that need to be responsibly addressed for this region to prosper and grow, and have suggested a number of opportunities that should be pursued in coordinated and cooperative manner.

As noted in the 2007 Annual Report, "Place Matters".  Where we live, work and play are important factors that affect the overall health and well being of existing residents of the Windsor-Essex Region, and will greatly influence the quality of life for their children and grandchildren.  LaSalle Council and Town Staff have already embraced and are putting into practice many of the principles that are contained within the "Healthy Places, Healthy People" document: by protecting our remaining natural heritage areas; by creating an extensive network of trails and sidewalks that inter-connect existing and planned neighbourhoods and mixed-use town centres, so that children and adults of all ages and abilities can lead healthier and more active lifestyles; and by promoting and creating more compact and pedestrian-orientated built environments.

We need to continue to build on these LaSalle success stories and to pursue initiatives with our neighbouring municipalities in the Windsor-Essex Region that will lead to more responsible decisions being made at both the regional and local level.
